Be Allowed To, Be Supposed To, Be Able To – Semi-Modal Verbs Explained with Clear Examples

Hello, English learners! Welcome to a new grammar lesson! In English, not all verbs that behave like modal verbs (can, must, should) are true modals. Some are semi-modal verbs — expressions that carry modal meaning but follow normal verb grammar. Three of the most important ones are be allowed to (permission), be supposed to (expectation or duty) and be able to (ability or possibility.

Understanding the difference between these forms will help you speak and write more accurately, naturally, and confidently — especially in exams and formal situations.

Be Allowed To

Meaning: Be allowed to is used to express permission — whether something is permitted or forbidden.

Unlike modal verbs such as can, could, or may, be allowed to is very flexible. It can be used in all tenses, which makes it especially useful when talking about the past, future, or perfect forms.

Structure

be + allowed + to + verb

  • We are allowed to swim in the hotel pool at night.
  • The children are not allowed to stay outside after 10 p.m.
  • That criminal shouldn’t be allowed to get away with it.
  • Excuse me, am I allowed to take photos here?
  • After we showed our tickets, we were allowed to enter the stadium.
  • The factory will no longer be allowed to pollute the city.

Tip for learners: Use be allowed to instead of can when you need a tense other than the present.

Be Supposed To

Meaning: Be supposed to is used to say that something is expected, required, or generally agreed to be correct. It often refers to rules, duties, routines, or shared expectations.

It does not always mean the action actually happens — only that it is expected.

Structure

be + supposed + to + verb

  • We are supposed to be at work by 8 every morning.
  • You are not supposed to flash your headlights at other drivers.
  • Shops are not supposed to sell alcohol or cigarettes to minors.
  • Police officers are supposed to train in the gym regularly.
  • Where are we supposed to hand in the tests?
  • The film is supposed to be very good — it’s won several awards.

Tip for learners: Use be supposed to when talking about rules, social norms, or expectations — even when people don’t always follow them.

Be Able To

Meaning: Be able to is used to express ability, capacity, or possibility — what someone can or cannot do.

In the present, we often use can, and in the past, could. However, be able to is necessary when talking about the future, using perfect or infinitive forms and emphasising success or difficulty.

Structure

be + able + to + verb

  • He wasn’t able to walk after the operation.
  • Do you think you will be able to finish the report by Monday?
  • Candidates must be able to speak English fluently.
  • I haven’t been able to visit my grandmother all week.
  • Sophia will be able to come to the party if her flight is on time.
  • Martha hoped her friends would be able to help her with the visa.

Tip for learners:

Use be able to instead of can when you need precision, emphasis, or a more complex verb form.

Common Mistakes

Understanding the meanings is only half the battle. Many learners confuse these semi-modal verbs because they all talk about rules, expectations, or possibility. Let’s look at the most frequent mistakes — and how to fix them.

1. Using be able to for permission

Am I able to leave early today?

Am I allowed to leave early today?

Why?

Be able to refers to ability, not permission. Even if you can do something physically, you still need permission — and that requires be allowed to.

2. Using can instead of be allowed to in past or future forms

Yesterday, we can enter the stadium.

Next year, employees can work from home.

Yesterday, we were allowed to enter the stadium.

Next year, employees will be allowed to work from home.

Why?

Can has limited tense forms. When you need the past, future, or perfect, use be allowed to.

3. Assuming be supposed to means something actually happens

Wrong interpretation:

We are supposed to start at 8, so everyone starts at 8.

Correct understanding:

We are supposed to start at 8 = this is the rule or expectation, not a guarantee.

Why?

Be supposed to often highlights expectations that are not always followed.

4. Using must instead of be supposed to when talking about rules

We must wear uniforms at work, but nobody does.

We are supposed to wear uniforms at work, but nobody does.

Why?

Must sounds very strong and authoritative. Be supposed to is more natural when rules exist but are often ignored.

5. Mixing up could and was able to for past ability

He could finish the race after the injury.

He was able to finish the race after the injury.

Why?

Could describes general ability.

Was able to emphasises success in a specific situation, especially when something was difficult.

6. Forgetting to after these semi-modal verbs

We are allowed enter the building.

She is supposed follow the rules.

We are allowed to enter the building.

She is supposed to follow the rules.

Why?

All three structures require to + infinitive. This is a very common exam mistake.

7. Using be able to when talking about rules or obligations

Employees are able to wear uniforms at work.

Employees are supposed to wear uniforms at work.

Why?

Be able to describes capacity, not obligation or expectation.
